WHO OWNS THE NEIGHBORHOOD?

Who Owns the Neighborhood? is a three-part series examining who owns residential and commercial property in historically Black Milwaukee neighborhoods, how access to capital influences who can purchase and redevelop property, and what these trends mean for the future of North Teutonia Avenue.

The purpose of this series is not to discourage outside investment or blame any particular group. North Teutonia needs investment—but it also needs local ownership.

We believe residents, neighborhood businesses, entrepreneurs and community-serving organizations should have meaningful opportunities to purchase property, build equity and participate financially in the redevelopment of the neighborhoods they have sustained.

By examining ownership patterns, financing and investment, this series seeks to start a larger conversation about community wealth, local entrepreneurship and neighborhood control—and to encourage policies and partnerships that make property ownership more accessible to the people who live, work and invest their lives along North Teutonia Avenue.

Investment can rebuild buildings. Local ownership can build community wealth for generations.
