About the event
NIDC is hosting a mandatory meeting to share important updates regarding the re-evaluated Targeted Investment Neighborhood (TIN) program. All current TIN partner, and anyone interested in becoming a TIN partner, are encouraged to attend. This meeting will cover significant changes that will impact your involvement in the program.

The TIN initiative is designed to sustain and increase home ownership, strengthen property values, and improve physical appearance and quality of life in neighborhoods. Through the TIN Program, the City of Milwaukee focuses funds and resources in a small area (6-12 blocks) for approximately three years. Homeowners who use the program can make common household repairs and updates.

What is a TIN?
The Targeted Investment Neighborhood (TIN) initiative is designed to sustain and increase owner-occupancy, provide high quality affordable rental housing, strengthen property values, and improve the physical appearance and quality of life of neighborhoods. TINs focus resources for three years on a small area, generally six to twelve city blocks.
How are they funded?
Home rehabilitation activity funded by federal funds (HOME).
Additional resources provided by City of Milwaukee / NIDC.
Steps to becoming a TIN:
- 8-12 block area within the CDBG area
- Existing assets to support TIN success: BIDS, non-profit
- organizations, block clubs
- Assess owner occupancy and homeowner income data
Benefits of TIN designation:
1. Home Rehabilitation Program
- Provides rehabilitation loans of up to $30,000 to make needed repairs.
- Up to half of loan balance forgiven after 5 years. Balance is repayable.
- at 0% interest or deferred until sale of property.
- Available to homeowners who live in TIN with income at or below 80% Area Median Income.
2. Rental Rehabilitation Program
- Provides matching loans up to $15,000 per unit.
- Forgivable after 5 years. Code compliance required.
- Must rent to income eligible tenants.
